Cannot send personal payment to someone I've sent personal payments to before

I'm trying to send money to someone as a personal payment, and this has worked for them previously. However, now it comes up saying they can't receive personal payments, and when they checked their account is not a business account. Any idea how to fix that?

What country are they in?

They're in Argentina, which should support personal payments. It always worked before and they receive them fine from other people still, I'm the only one getting this issue when sending them money. I'm also in the US, if that's important to know.

They can have personal paypal accounts in Argentina, but can't receive friends/family ie personal gift payments.
