Cannot send money out

Whats going on ? Haven't been able to send money for 2 days now . Paypal do something about this !!! ERROR "Sorry, we weren't able to complete your payment at this time. Please try again later.  If you continue to encounter problems, please contact customer service."

Kindly do something about this , its frustrating.
