Cannot make payment or withdrawl

Hello both my bank account and card are confirmed so is my email etc. But i cant withdraw or make payments to ebay etc. I have tried ringing up but that has been little to no help. Any suggestions ? Thanks in advance

What message did you receive, And a possibility that the seller has an issue with payment maybe?, Please add a screenshot if possible
