Cannot amend account-cannot reach anyone over phone or otherwise-cannot access $ either

How should i proceed?  Trying to continue account set up (add bank info).  "Contact us" who is us?  Seems like us are at the beach-

4. You can send them a personal message via their Twitter page @ AskPayPal for Twitter
5. You can use the message centre in your paypal account.
