Same problem, spoke with support 10+ times emailed support 10+ times received no solution at all just been sent around and around in circles. **bleep** service.

I just tried and it keeps giving me a message that I can't right now, try again later...

When trying to email PayPal I get a message that they can't verify my identity, even though I am logged on...

You can’t , you just don’t . PayPal only accepts debit cards that are registered by banks.
