I'm from the Philippines and I received money from a friend but I can't use or transfer my PayPal balance to my bank account. I already have a debit and credit card linked to my account. I also tried setting up my PayPal account for pre-approved payments but was also unable to do so. I can't also use the balance for purchasing anything.
