This card was ALREADY linked to my PayPal account. It was, and still is, perfectly good. The expiration date didn't change because it's THE SAME EXACT CARD. The card still has a couple of years. I moved a few months ago and immediately updated my address with the bank, but forgot to update the billing address for the card in my PayPal account. I tried to update my billing address and got the message that the bank had declined the card. After reading some incorrect articles and instructions on how to update my billing address I finally found an article that said only the expiration date can be changed, for other changes I need to REMOVE the card and add it all over again with the correct new information. But that didn't work. I STILL got the message that the bank had declined the card. I called the bank customer service line. They assured me that my account and my card are just fine and NOTHING HAS BEEN DECLINED BY THE BANK. So why can't I re-link this card with my new billing address?
Phone customer services and see if they can add it manually for you.
Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code.
