Can't transfer money to other paypal accounts

Hi everyone I'm from Algeria, I have a paysera visa account that I linked to my paypal account , I have money on my visa card but not in my paypal account .My problem is that I can't send money from my paypal to my brother 's paypal account ?how can I fix this I need to send money asap please help

Possible issues:

- Try sending payment as goods and services, not friends and family payment. https://www.paypal.com/dz/webapps/mpp/send-money-online

- Are you using a traditional Visa card that's issued in Algeria? Paysera Visa card is Lithuanian. 

- Is your card also successfully confirmed with 4-digit PayPal code?
