Can’t transfer money to bank

I’ve tried multiple times to try and send money to my bank account and at first it was saying “failed, please try again later” and now it’s saying “refused” can someone please tell me why as I need this money to buy my kids Christmas presents!

Have you linked your bank account to paypal (NOT debit card)?

Have you confirmed it with the 4 digit code?

Does your bank account name exactly match your paypal account name?

Are the funds you are withdrawing cleared and not pending and in sterling?

Is the direct debit mandate still showing in your online banking (may be relevant but thats normally only required when you pay from your bank account).
