Not in the UK any longer and don't have a UK bank account. But PayPal is not available in my new country. So used my UK address and my credit card from a bank in my new country. However I can't transfer money from my card to my PayPal account to use for PSN purchases
Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.
If paypal is not available in the country you are in then sadly you can't use it, if you try it won't work properly and may soon be limited.
You can't use another countries paypal account.
