Can't transfer available money to my checking account

I received payments from a buyer.  PayPal says the money is available.  When try to transfer the money to my checking account I cannot complete the transfer.  My checking account is linked to PayPal.  I looked at Help and it says to click on a link/button that is not on my Summary page.

 

The item I sold will be sent to Florida.  The buyer said that the item will be forwarded to Uruguay.  I'm not sure how that is supposed to happen.  Could this be preventing me from transferring the money into my checking account?

Have you withdrawn funds before?
Are you withdrawing to a bank account or a debit card?
What error message are you getting?
Have you verified / confirmed your bank account?
Are the funds cleared and not pending?
Are the funds in your countries currency?
Is the bank account in exactly the same name as your paypal account name?
