Can't send to friend or services?

I've been trying to send my friend money and everytime I do i get a message saying I can't send payments right now.

I've tried both sending to friend and also sending to service and nothing has worked.

are you new to paypal.

have you sent funds before.

what currency are you sending.

what funding source are you using.

what other funding sources do you have linked to your paypal account.
