I have this issue my friend who try to send money from his account to mine and again it's say (Sorry, we weren't able to complete your payment at this time.Please try again later) Today i check if paypal is down or no and today have 8 votes max (45%) for log in (40%) sending payment and (13%) for websites im in europe Coutnry:Bulgaria City:Plovdiv
Is someone who have the same issue?
