Can't send money

I have a regular paypal account and sometimes i'll go half on a game with friends that live far away so bank transactions can be annoying. They just pay me through paypal and that's it. Recently my brother ran into some financial trouble and I wanted to help him out by sending him some of my paypal money but when I click on the "provide info later" button when it asks for my social security info and what not. it just loops me back around all over again. Is there any way to send money to another person's paypal account through my balance without having to give up my social security number and other info? im kind of big on privacy.

Does the new Paypal proving identity with social security policy go for Venmo also? I'd like to use my Paypal or Venmo balance to pay friends/stores without giving my private info to anyone including Paypal or any other money app.
