Can't link new card

A month ago, my card expired. I got a new one sent in the mail (same card number, just different exp date and CVV) and activated it. However, whenever I try to update my card, it says there's an error. Same when I try to put it as a new card entirely. I'm also having the same problem on my Nintendo E-Shop account. I tried calling my card, but they said that the only thing they see is a $0 declined transaction from PayPal, and that I need to talk to PayPal about it. I can't find an e-mail or phone number for customer service, so I'm just gonna ask you guys instead. Has anyone had this happen to them before? Were you able to fix it? The card is a Jetpay card, issued by Stride Bank.
