Can't link my debit card to my account

Hi there,

i currently have a new paypal account and I'm unable to add my card to the Paypal but I was able to add my bank using my account number and verifying it. I used to have a Paypal a week ago but I was under 18 so I closed it down. I'm know 18 and reopened a new account but my card gets rejected. 

Why is this?

Did you remove the card from your old account before you closed it?
