Can’t link my Visa debit card

Hi! I am trying to link my VISA debit card with my Paypal account but it says the issuing bank has declined the transaction. What can I do? At the time of linking them, does my account have to have the $1.95 for registering ? Can that be the reason ?

You would need to have available funds on the card to use it AND the billing address must match your paypal account address.
