Can't link card to new PayPal account

Please I am not able to link my visa card to my new PayPal account. The response i get is that the card has been linked to another account but I have already removed the card from the other PayPal account over two days now. So please can you solve this problem for me?

Allow at least 72 hours between removing and adding it again.
