Can't link bank account to resolve a negative balance

Hi,
I was trying to make a purchase online a while ago and for security reason the transaction didn't go through, which resulted a negative balance on my paypal account. I've tried to link my Navy Federal CU account and it wouldn't let me, it kept saying "We're sorry. We're not able to process your request right now.” even I was able to verify my identity via mobile number and email. When I finally linked my BoA account to paypal and tried to add money to balance, I received another error message "We’re sorry, things don’t appear to be working right now. Try again later.” It had become very frustrating after a few more attempts and none of the solutions from the community seemed to work.
