Can't do anything with my paypal balance transfering or sending to a friend

I misplaced my card so tonight I tried sending the money I have in paypal to my boyfriend. It would not allow me to send any money whatsoever through f&f or G&S so I tried a bank transfer and it tells me it is unavailable
