Can’t confirm bank

I’ve been having this issue for about 2 months. I was able to add my debit card with no issue. However, I’ve been trying to confirm my bank account, but the two small deposits under 1€ never get sent. So I try removing and re adding my bank account to PayPal (this was supposed to resolve the issue). Still nothing. I even made a whole new PayPal account. It’s the same thing again. I also can’t receive any payments on this account , is that why?
