This is a very good question and one that we often get. If your card issuer is declining to add your card then I would check that your name address on your PayPal account is matching the details you have registered with your card issuer. You will also need a small balance on your card for verification purposes. If this is all correct and you are still receiving a decline then I would recommend that you contact the online authorisation department of your card issuer to see why they are declining your card. They should be able to resolve it for you.
