So I have limited account access, and I need to refund a buyer. However, when I try on eBay, it says there is a problem. So I contact the representative for eBay and he tells me that I need to make a refund through my Paypal. It seems that the money regarding the claims has already been taken out of my account, but now my Paypal account is negative. However, when I attempt to add funds it says there is an issue. So like, what am I supposed to do?
