Can't add bank and accept money

Hello.

I've got 30 USD that I should be able to claim, but can't add it neither to my paypal nor my bank account. How do I fix this? It says that I'm in the U.S., whilst I live in an entirely different country when I try to add a bank or my cards.

What country do you live in?

These must match.
