Can't add bank account

Hi, I'm currently Deployed to Germany right now. I'm having an issue adding my bank account to my PayPal because I don't have an active US phone number. I can't send money using my debit card because I had to freeze and get a new card due to recent identity theft. Is there anyway I can add my bank account without a US phone number?

This is mine problem,i contact bank help center,they told me to contact Pay Pal and this is mine fourth card for PP.I have some money on account.

Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.

You can however add a U.S bank account (not card) to 'most' other countries paypal accounts. This is because paypal is a U.S company and so allows this.
