Can't add Bank Account to Paypal acount

It all started when my Paypal balance went into the negatives (-$2.00), I had never ever removed my bank account because there was no need. But when it went into the negatives, I tried adding my money to my account, but instead, it took me over to the page where I added my bank account, so thinking this was just an error, I tried typing in my bank account info and on my phone a message came up saying "Instrument currently marked as bad", and on my computer it would come up as "We're sorry. We're not able to process your request right now. Please try again later." I have tried this multiple times for the past month at least.
