Can't access the money

Hello! 
I sent money to someone through the goods and services option but even after I confirm that I received it that person still can't access it. And I was wondering why?

Thanks for your post. 

 

In such cases the receiver should call our customer service. The only thing which helped the seller was that you confirmed the receipt in your PayPal account. As a buyer, you can't do more than that.
