Can I receive international payments without linking a bank account? If so, are there any fees?

I have a non-business Indian PayPal account without a linked bank account. I was wondering whether I can currently receive international payments. If I can, will the money automatically get converted to my native currency? Also, will there be any additional fees for the international money transfer and (if applicable) currency conversion?
