Good day, please am finding it difficult to verified my visa card with PayPal due to the fact that I can receive the confirmation code sent by PayPal. Have tried to link the card twice now still can't receive the code, and those charges by paypal for the card confirmation are stocked. My question now is can I withdraw money into the un confirm card?
You can try to do the withdrawal but there is no guarantee. If you have not received the code yet, you may want to do the withdrawal temporarily to a bank account if you have that. You may also send the money to a trusted friend or family member who will be able to withdraw the money for you.
