Can I cancel a transfer that is pending?

I sent my friend 30$ to pay for shipping for some clothes he was supposed to send me but he can't get into his PayPal account. Can I cancel this transfer and re-send the money to a different account?

What does it say next to the transaction in your Paypal account?

1. Pending / Unclaimed.
2. Pending / Unclaimed with a cancel option.
3. Completed / Sent.
4. Pending / Uncleared.

It says PENDING Money Sent, but no cancel option.

How did you fund it ie which funding source and is there a clearance date?

Funding was done directly through my bank account, clearance date is apparently Feb 1st, but I got an email yesterday saying that my money was sent.

He can't log into his account to claim it which is why I want to cancel it. Not sure if I mentioned that previously, sorry about that.

In that case you would have to open a dispute for non reciept of item to get your funds back if he can't access his account to issue you a refund.

Am I able to open a dispute if I sent the money as goods and services? I did this to avoid the conversion charge since the Canadian dollar is bad enough.

Yes, the only time you are not covered is if you paid using the friends / family option.
