CARD NOT ACCEPTED

HI,I AM DOUGLAS FROM NIGERIA AND I NEED HELP. 

I HAVE BEEN TRYING TO LINK MY FIRST BANK CARD ON PAYPAL BUT  THIS IS THE  ERROR MESSAGE I KEEP GETTING. {THIS CARD IS NOT ACCEPTED.PLEASE USE A DIFFERENT CARD}

CAN SOMEONE GUIDE ME PROPERLY TO RESOLVE THIS ISSUE

After a certain number of failed attempts to add the card, the system blocks the card. Contact customer service to reset the card.

Click HELP at the top menu, scroll down to click CONTACT US, and then scroll down to click CALL US.
