Brand new (5 minutes old) card already used on another account?

so i just activated a new card, and within 5 minutes went to link it to payapl, and it said someone had already linked this card. is there any glitch or error that could have caused this? i received the car through the mail from my bank, so obviously someone may have gotten access to it that way, but it seems unlikely. It is a debit card, and the account it is for is linked to my paypal.

Is this a completely new bank or credit card OR just one with a new date etc?

If so you don't add it you just update the expiry date etc.

Sorry still clarifying, I know its a new card sent in the post by your bank BUT was / is the old card and the new card both linked to the same bank account or is it a totally new card or bank account?

It is a completely new card that is linked to a completely new bank account.
