From 2014 and hasn't changed. PayPal is not very compatible with virtual banks:

(And PayPal is not a bank. They do not accept deposits. The service is of converted stored value and moving of said value and payment processing. Once you withdraw to your bank account, then your funds are in a bank.)

Use a card/bank account opened at a traditional bank that has branch locations. But that doesn't mean you won't get the occasional issue making transfers even to traditional banks. The difference that traditional banks transactions are more traceable than virtual ones.

Some of these virtual accounts may only let you do one thing and not another and if PayPal is blocked in any transaction, then they will block/remove the financial instrument. People need to accept the answer and move on instead of forcing the issue. If it don't work, it don't. Here's what it says on the bluebird site, clear as day "Bluebird is not a bank account and is not issued by a bank." So it can't be added to PayPal to operate like a bank account on paypal. And direct deposit is just that: DEPOSIT, can't pay out. And that's good because I wouldn't want the sender to deposit and be able to withdraw too. You can pay bills with the bb card and buy things but you may not transfer to it like an eligible debit card and bank account like these banks:

Instead, get a PayPal Cash card, no waiting for transfers to deposit, just use the available funds by using card in-store or at online retailers that do not accept PayPal.

If PayPal ends up marking this thread resolved its because that's their answer too. The answer is no or at least you'll have low success rate of use and run in to certain problems.

And finally to send my screed lol:

"Yes. You can transfer money to any eligible Visa & MasterCard debit cards." Last I check Bluebird by AMEX is not Visa or MasterCard.

Kudos & Solved are greatly appreciated. 🙂
