If I want to sell some Bitcoin I bought on PayPal, does PayPal provide the basis (original purchase price) for the Bitcoin I plan to sell? This is for IRS purposes.

Since they required you to provide a tax ID number, it appears they will send you (and the IRS) a 1099 for your transaction(s). Best to keep your own records and it can easily be down by printing and saving a copy of every crypto transaction "details" page found under "Activity."
