I got the message "we can't process your request right now. Please try again later" both this morning and afternoon after trying to link my bank account to my PayPal account. Help?

If you are a business and are changing your bank details, then PayPal my want more info about you, you will need to ring them
If you have two PayPal accounts, then PayPal do not like linking both accounts to the same bank account, again give them a ring, they may allow it , they did with me

I removed my b account before closing my old PayPal account, so that shouldn't be an issue.
