BDO rejected my paypal transfer

Paypayl charged me 50pesos to tranfer money to my BDO acct, which BDO rejected andnhas no explanation as why. Then Paypal charged an additional 250pesos for returning the money back into my paypal account. So paypal is just making money off of people, w but does not want to resolve my issue. I have emailed Paypal to complain, and all they did was send me a link of fees. But does not specifically tell me why they gleefully took 250 from me, without doing anything for me. This is how Paypal is getting rich!

Welcome! I'm sorry to hear you're running into some issues with a recent transfer. Unfortunately, it is correct that there is a fee of 250 PHP charged for a returned withdrawal. I'm sorry for the inconvenience this has caused. While PayPal does not normally refund fees of this nature, I would recommend reaching out to your bank to see why the withdrawal was rejected to avoid this fee in the future.
