An established selling but still with payment on hold

Hello I understand PayPal on hold payment for new sellers while I received an official email from PayPal confirming me to be an established seller with immediate available of new funding. However, why my new payments still get on hold ? Is there anything wrong? I have verified with PayPal with everything including my identity, mobile phone number, bank account and credit card. Is there anything I am still not cleared? Thanks
