After adding a new debit card, I can't withdraw any money!

I recently lost my debit card so I cancelled and got a new one from my bank today.

After I got home, I tried to transferred money from my paypal balance to my debit card but the transaction got declined.

 

understandable... It's a brand new card.

 

Then I selected my checking account which takes 1-3 BD to go through. I tried to transfer money using ACH but it says it can't be compeleted right now.

 

What is wrong with my account? I never had issues transferring money to my bank before.

And how can I solve this issue?

it seems that many people, me included have issues and can't withdraw money...my best advice is to try to get in touch with support. I tried by phone but i didn't get to an agent...so best way is to message them on Facebook, Twitter or send them a message in the contact us. Hope you will have better luck than me because I wait since Yesterday a response from them
