Adding my bank account to paypal

So I had entered my routing and account info into paypal to link my bank account a while back and I never seen the transfers go through ( they did a few days later) idk why it took so long. a few days later I tried to link my bank account again and id get the old "We're sorry. We're not able to process your request right now. Please try again later." That was a few months ago and I still keep getting the same issue. How do you think I should proceed to get my bank account added at this time?

Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code.
