The capabilities of a PayPal account vary from one country to another, based on a lot of factors. Accounts in Philippines do not have the ability to have money added from a bank or card. You can use a card to fund a purchase if it is added to your Wallet and confirmed. The payment will be made using the card selected for that transaction.
