No one here can access your account. Do you even need to add your balance to your PayPal debit card because your PayPal balance should be tied to your card to begin with. Which card do you have? The PayPal prepaid card or the PayPal cash card or the business debit? The prepaid card, you have to transfer funds to it from your PayPal balance. The cash card and business debit cards are connected to your PayPal balance funds.
