I'm sorry to hear that the number you're trying to add appears to have been used in the past. Please contact customer service by phone to safely convey the bank account number to a representative who can take a look at the usage of that information and provide some next steps. Click Contact at the bottom of the PayPal website, then click Call us, then log in or call as a guest.
