Adding bank account

I have a joint bank account with my husband. However when I try to add new bank account on my PayPal it says it’s already in use? (My husbands PayPal) does that mean if anyone that has a joint bank account can’t use their own personal PayPal account ?

In the US, where approved, it may be possible to link one bank account to 2 paypal accounts. Not sure if that is the case for Ireland.
