Link and confirm a bank account is one option - then you can transfer money from there to your PayPal Account Balance.  If no bank account, some people have a friend or family member send money (assuming they also have a PayPal Account).  And if you sell something - money from the sale minus the processing fees is deposited into your Account Balance.
