Generally, you can't add funds from card to your PayPal balance but you can link the card to your PayPal account, confirm the card and pay with the card. Make sure the card is registered to account holder information that is the same as account holder information on your PayPal account. In Europe, Visa is preferred card to link to PayPal so linking a MasterCard may or may not work.
