Account not able to spend money

My account is not able to spend money the only thing I can do is receive, so is it possible that I can Upload a state issued I.D to PayPal so they can unlimit my account?

I understand your concern regarding the spending limit on your account. Have you verified your PayPal account?  All PayPal accounts are initially ‘Unverified’ and have transactional limits. If you have a PayPal account and are Verified, there’s no limit on the total amount of money you can send from your account.
