Account hacked/Credit Card Registered to different account

Hi,

 

My account was hacked back in April and a transaction was made followed by a request to disable my account. By the time I was notified it was too late to do anything, I couldn't sign in because my account no longer existed and couldn't cancel the transaction. I tried reaching out to Paypal in every single way but no reply, I even tried stopping it through my bank but all they could do was cancel the card and send me a new one.

 

Now, 2 months later, I re-signed up using the same e-mail that was disabled, and tried adding the same card info as one of the ones in my wallet, but it said it's already registered under a different account, which I haven't done.

 

How can I solve this issue?
