I have recently been sent $2400 from my niece to pay her bills while she is away. The $2400 shows as being received by PayPal but my balance is $1750. Before the transaction my balance in the PayPal account was $0

It sounds like your niece sent the payment to you using the Goods/Services payment option. When this payment option is used, a fee is applied to the transaction and will be deducted from you before the remaining amount is allocated to your PayPal account balance.
