Account Limitations has been removed but

Around 2-3 hours ago I received an email from PayPal that they have already reviewed the information I have provided them and

has restored my account, removing the limitations that was placed.
However, when I try to cash-in from my PayPal to my mobile wallet(GCASH) it won't go through
I will receive a message from GCASH saying that they are unable to process the request.
Then I tried to pay using PayPal, but it won't work.
How do I fix this?
