Accidental transaction instead of transfer

I was going to transfer my sister $75, but somehow it turned into a transaction. Now she can't access the money and it's not back in my account, even though it was declined. She did not sell me anything, it was just a button mix up. How long until I can access my money or should I try to get a refund? And is she going to be **bleep** because it's claiming her to be a seller.

Can't access the funds as in can't click accept OR can't withdraw them to a bank account OR on hold as a new seller?

What does it say next to the transaction in your paypal account?
